• A functional failure of an articulated bogie can cause serious accidents such as derailment
• Has not delivered LRVs out of China before
• New trains may be incompatible with the train system
• New trains may not ensure riding public's safety

MRTC Shareholders forged a Cooperation Agreement with MPIC's Manny Pangilinan
• The proposal included purchase of new trains, improvement and upgrade of the system, takeover of MRT operations
MPIC offered to shoulder the P7B subsidy the government pays for passenger fare annually
MRT OWNER SENT 3 PROPOSALS TO PURCHASE NEW TRAINS IN THE PAST
MRTC forecasted a breach in the system's capacity in 2002
MRTC repeatedly sent proposals in years 2002, 2004, and 2007 for the purchase of Light Rail Vehicles (LRVs)
DOTC did not respond to any of the proposals
  NOT ENOUGH TRAINS FOR OPERATIONS
• The MRT was designed to carry 350,000 passengers
• The trains are running at 171% of its passenger capacity today
